The Cleveland-Cuyahoga County Port Authority board will ask other government agencies and possibly taxpayers to pitch in on paying for a new $326 million lakefront dike for disposing of muck dredged from Cleveland Harbor. That will delay construction of the new dike by at least two years, to 2014.
